The CDC NPIN Featured Partner resource offers HIV/AIDS, viral hepatitis, STD, and TB prevention-focused organizations a platform to showcase their services, programs, and materials. Our goal is to highlight the work of CDC's prevention partners and encourage partners to connect with each other to share information and strategies. Organizations are nominated by CDC or their peers, or are self-nominated. Those selected are featured on the NPIN Web site for the month.
Diverse and Resilient, Inc. (D&R), is Wisconsin's largest lesbian, gay, bisexual, and transgender (LGBT) organization, and the only one devoted solely to public health. Established as an HIV prevention program in 1995,
the agency became an independent nonprofit organization in 2002, expanding its work to include the elimination of all health disparities affecting the LGBT community.
The agency's mission is the healthy development of LGBT people in Wisconsin.
Besides HIV prevention, D&R implements branded evidence-based programs in tobacco cessation, partner violence prevention, youth alcohol abuse prevention, and suicide prevention.
D&R's programs use a model that includes peer community health workers, professional staff, small group interventions, and social media.
In the early planning stages, the agency often engages community members to determine how best to design and implement programming.
The focus of the organization is the state's entire LGBT population, with consideration toward diversity in economic status, race, ethnicity, language, physical and mental impairments, work and educational background,
geographic location, and residency status. To help address this diversity, D&R partners with more than 30 other organizations at levels ranging from networks to cooperative agreements, coordinated efforts, and collaborations.
These partnerships aid the agency in providing services when other agencies are better suited to deliver them.
EndHIV is D&R's overarching HIV prevention program and includes the agency's programmatic response to HIV in Milwaukee.
A 2010 Centers for Disease Control and Prevention (CDC) study found significant increases in HIV transmission among young African-American men who have sex with men (MSM) and continued concerns about transmissions among young Latino MSM.
D&R then engaged in an intensive 6-month planning process with broad community and health department participation.
Participant recommendations included:
- Adaptation and implementation of group interventions tailored for young MSM of color.
- Improved outreach and recruitment for program participation.
- Focus on addressing self-esteem and isolation.
- Creation of approaches for families and friends.
The agency also recommended structural approaches to increase community resources, provide safe venues, reduce stigma, and confront anti-gay discrimination.
Since 2010, D&R has launched branded adaptations of several CDC interventions, including:
- Many Men, Many Voices (Be ABLE).
- MPowerment (Be Y.O.U.).
- Community PROMISE (It's About Us).
- Counseling, Testing, and Referral (CTR).
- Personalized Cognitive Counseling (PCC) for repeat testers.
- Comprehensive Risk Counseling Services (CRCS) with Choosing Life: Empowerment! Action! Results! (CLEAR), with condom distribution.
In partnership with 16th Street Community Health Center, D&R provides HIV testing services with PCC in Spanish for Latino MSM.
They also provide CRCS in Spanish and CLEAR outreach materials in Spanish and English. This program will reach 200 Latino MSM annually for CTR, half with PCC.
Each year, another 15 HIV-positive Latino MSM will complete their negotiated number of CRCS with CLEAR sessions. The partnership is developing a Community PROMISE story, at this time identifying Latino MSM peer advocates.
Acceptance Journeys is perhaps D&R's most visible effort to address the social variables that contribute to disparities in HIV transmission rates.
This social marketing program pairs photos and stories of heterosexual people telling about their love and acceptance of the LGBT people in their lives.
At this time, the program features 62 stories by heterosexual parents, children, cousins, nephews, nieces, co-workers, employers, pastors, and friends.
In the first 18 months of the project, D&R distributed nearly 100,000 story cards in small group training sessions for heterosexuals about HIV, prevention for MSM, and stigma reduction.
The Acceptance Journeys Web site showcases the submitted stories.
The program has recorded an estimated 80 million impressions for billboards, bus advertisements, and bus shelter posters that feature messages such as "Whose life could you change with love?,"
"I love my uncle just as he is," and "Who my son loves doesn't change my love for him." The agency positioned outdoor advertising to reach different segments of the population,
including in neighborhoods with the highest concentrations of Latinos/as, and featured images of Latinos/as in accepting relationships.
D&R also aired stories of acceptance in Spanish as paid advertising on local Spanish language radio stations.
At this time, a team of researchers at the University of Wisconsin, School of Journalism and Mass Communication, is studying the impact of Acceptance Journeys on the intervention population.
D&R also has efforts underway to seek support for a larger evaluation effort to ascertain effectiveness in the target population.
