Comprehensive HIV & TB Prevention, Care and Treatment Services and Systems Strengthening, In Facilities of South Africa’s Department of Correctional Services (DCS) under the President’s Emergency Plan for AIDS Relief (PEPFAR)

Grant Amount: Approximate Current Fiscal Year Funding: $12,000,000; Approximate Total Project Period Funding: $90,000,000.
The purpose of this FOA is to support and build the capacity of health services for DCS inmates and detainees in the six DCS management regions (Gauteng region; Western region; Eastern region; KwaZulu Natal region; Limpopo, Mpumalanga & North West region and Free State & Northern Cape region) to provide sustainable, comprehensive HIV and TB prevention, care and treatment services to incarcerated persons. The work program will be implemented in close partnership with both the DCS and NDOH.
This will be achieved through activities geared at building personnel’s capacity and organizational capacity development in the DCS facilities in continuous quality improvement with the establishment of standards of care, supporting mentorship and training of clinical and ancillary staff, and ensuring adherence to national care and treatment guidelines.
Applicants will be expected to work under the direction of the facility and regional DCS authorities, and also in cooperation with the PEPFAR-designated district/regional care and treatment support partner. Applicants will also be expected to support the implementation of the National Strategic Plan for HIV, TB and STIs for 2012-2016, and the DCS operational plans (currently 2012-2013) in the supported DCS facilities.
