Scaling up Voluntary Medical Male Circumcision through improvements in the availability, integration and quality of HIV prevention, care and treatment services in Zimbabwe under the President's Emergency Plan for AIDS Relief (PEPFAR)

Grant Amount: Approximate Current Fiscal Year Funding: $12,000,000; Approximate Total Project Period Funding: $69,928,000.
The purpose of this FOA is to provide opportunities to implement evidence-based biomedical prevention interventions in Zimbabwe within the concept of “combination HIV prevention strategies”, including VMMC. In the first year the applicant will focus on adult male VMMC service delivery scale-up in districts and Provinces identified by the MOHCW VMMC TWG.
The goal and objectives of the program in Zimbabwe is to contribute to an 80% coverage in VMMC in the 15-49 adult males through improvements in the availability, integration and quality of HIV prevention, care and treatment services in Zimbabwe: Within six months of award, establish 10 operational facility based VMMC sites in five target provinces; Within Year One, establish 25 mobile or satellite VMMC sites; Within six months of award, create and train community outreach teams sufficient to create demand to meet the targets for VMMC among adult men 15-49; By the end of the project period, complete VMMC on 412,000 uncircumcised males 15-49 years of age; Ensure a comprehensive HIV prevention package consisting of HIV prevention education, risk reduction counseling, HTC, PwP in all VMMC sites; By 2018, introduce and scale-up other effective biomedical HIV prevention interventions (e.g., neonatal circumcision, more efficacious chemoprophylaxis regimens, etc.) to 30% of the affected Zimbabwean population as they become available.
